The Federal regulatory process to construct an offshore wind farm includes multiple steps and parties (agencies, developers, stakeholders, and consultants). The lead Federal Agency is the Bureau of Ocean Energy Management (BOEM), and their charge is to manage development of the U.S. Outer Continental Shelf energy resources in an environmentally and economically responsible way. Kleinschmidt Associates can help navigate this regulatory process from up front evaluation of potential lease areas through development of the Construction and Operations Plan (COP) or preparation of the Environmental Impact Statement (EIS) for BOEM. Meet Kim Fitzgibbons

Kim has specialized in the National Environmental Policy Act (NEPA) compliance and environmental permitting for 24+ years. She facilitates completion of large complex environmental permitting and NEPA compliance projects, particularly with a focus on renewables, including offshore wind. Kim also provides NEPA training classes which are customized for specific clients. Kim has a Master of Science in Biology/Coastal Zone Studies and a Bachelor of Science in Marine Science. She is an active member of the American Wind Energy Association (AWEA), the Business Network for Offshore Wind, and the National Association of Environmental Professionals (NAEP).
