The Federal regulatory process to construct an offshore wind farm includes multiple steps and parties (agencies, developers, stakeholders, and consultants). The lead Federal Agency is the Bureau of Ocean Energy Management (BOEM), and their charge is to manage development of the U.S. Outer Continental Shelf energy resources in an environmentally and economically responsible way.
